Even at that time this matter was known.
places an event against the moment you are standing in. With a past tense it is "already", with a present "now, by now", with a future "presently". Negated it flips to "no longer": and both do that job, and follows the same pattern. It is an adverb, so it governs no case, and it stacks happily with other time words ( , "already at that point").
