does two jobs: place (round something) and approximation (roughly that many). Like it normally takes the plain form. The - is part of the root, not an ending, which is why it never becomes ĉirkaŭa by accident; when you do want the adjective it is ĉirkaŭa (surrounding) and the verb is (to surround). Ĉirkaŭiri is to go round.
