is transitive, always. Something breaks something else. When the thing simply falls apart on its own you need i: is, the glass broke. English lets one verb do both jobs and Esperanto refuses, so says the window broke something, which it did not.
The root is productive. is to interrupt, literally to break into, rompo is a break or a breach, and i smashes a thing to pieces rather than merely cracking it.
