Contra takes the accusative in every sense it has: against an enemy, against a law, or simply opposite a building. It is worth learning next to pro, its natural opposite, precisely because pro takes the ablative while contra takes the accusative. Contra also works as a bare adverb meaning 'on the contrary' or 'in reply', with no noun after it at all.
