sigue or lleva?

One measures how long. The other says it has not stopped.

The rule

llevar plus a gerund counts how long something has been going on: lleva dos horas esperando. seguir plus a gerund says only that it is still going, with no measurement attached: sigue esperando. If there is a length of time in the sentence it wants lleva; if the point is that it has not stopped, it wants sigue.
