Kelka is nearly always plural, because "a few" of anything is more than one: kelkaj homoj, kelkajn demandojn. Standing alone as kelkaj it means "some people" or "some of them", with the noun simply left out. In the singular it survives mainly in kelkan tempon, meaning for a while.
