English uses one verb where Esperanto uses two, and the split is clean: is to be alive, is to have an address. "Ŝi vivas" means she has not died; "ŝi loĝas en Parizo" means her post arrives there. Getting this wrong is the classic beginner's slip. is intransitive, so you never a house - you one, or somebody. The root pays out well: is a flat or dwelling, an inhabitant, enloĝiĝi to move in, kunloĝanto a flatmate.
