You can speak or not speak, but you must think.
is plain "or", and doubling it gives "either ... or": . The ŭ is not a vowel of its own; it glues onto the a to make one sound, roughly the ow of "how". In the ASCII x-system that Esperantists type, it is written aux, which is why this page lives at that address while the word itself keeps its hat.
