Ĉu turns a statement into a yes or no question with nothing else changed, not even the word order: vi parolas Esperanton becomes ĉu vi parolas Esperanton? Inside a longer sentence it means "whether", as in mi ne scias, ĉu ŝi venos. English uses "if" for that second job, but Esperanto keeps se for real conditions and ĉu for questions.
