("sure, certain, safe") and the preposition ("on") are two completely different words that happen to de-accent to the same ASCII slug, which is why this page carries the 1. The circumflex is the only thing that separates them in writing - drop it and je suis sûr ("I am sure") looks identical to a stray sur. The everyday phrase ("of course") uses this adjective, fixed in the masculine form.
