This word sits higher in the Esperanto frequency list than it does in ordinary English for an obvious reason: the annual Universala Kongreso has been the movement's fixed point since Boulogne-sur-Mer in 1905, and a great deal of the written corpus is people organising one, reporting on one or complaining about the catering at one. o is a participant, o the venue, and is a perfectly normal verb meaning to hold or attend a congress.
