Kiam is the correlative of time, doing duty as both the question word "when" and the conjunction. Its ti- partner is tiam, so the pair behaves exactly like kiu and tiu, or kiel and tiel. One thing English speakers trip on: Esperanto keeps a real future tense inside the when-clause, so mi venos, kiam vi volos carries -os twice.
