Tuta means "whole" or "entire": one thing taken complete, where ĉiu counts the members of a group one by one. La tuta tago is the whole day; ĉiu tago is every day. Being an adjective it agrees fully, so la tutan tempon carries the accusative twice, and that accusative also marks duration, which is why li parolis la tutan tempon needs no preposition at all.
