He looked at the people in the street.
Sur means "on", resting against the top of a surface. Like most Esperanto prepositions it takes the plain nominative for a static position, but the accusative -n appears when the phrase describes movement onto something: la libro estas sur la tablo, but metu la libron sur la tablon. That single -n is the whole difference between being there and getting there.
