Da links a quantity to the stuff being measured: multe da tempo, glaso da akvo, kiom da homoj. It only works after a word of quantity, and what follows it must be indefinite, so multe da la tempo is wrong and de is the right choice once the noun is definite. Nothing after da ever takes the accusative.
